Republicans - Poor on Poverty
There have only been two recorded periods when the percentage of the population living below the poverty level decreased: The Kennedy - Johnson administration, and the Clinton administration. Carter, whose four years were surrounded by 20 years of Republicanism, was not able to accomplish much on the enonomic front.
